Enable ALYX NFTFactory v1 on mainnet

Enable public NFTFactory v1 transactions on ALYX mainnet (alyx-1) after the nftfactory-v1 software upgrade applied at height 2282746 under proposal 4. This proposal changes only the NFTFactory enabled parameter from false to true. It preserves the class creation fee at 0ualyx, maximum batch size at 50, maximum class supply at 1000000, maximum URI length at 512 and maximum description length at 2048. Normal transaction gas fees still apply. Activation occurs when this parameter update is executed following governance approval. This proposal does not schedule another software upgrade or include marketplace, auction or lending features.
